Resolution further amending Resolution No. 647 of 2020, effective December 23, 2020, entitled “Resolution adopting and approving the 2021 Capital Budget and the 2021 Community Development Block Grant Program, and the 2021 through 2026 Capital Improvement Program,” by adding $7,079,817.50 to reflect the allocation of Emergency Rental Assistance 2 (ERAP 2) funds from the Treasury Department and authorizing a subsequent Agreement or Agreements.

Be it resolved by the Council of the City of Pittsburgh as follows:

 

Section 1.                     The Mayor and the Director of the Office of Management and Budget of the City of Pittsburgh are authorized to execute relevant agreements with the U.S. Department of the Treasury for the Coronavirus Aid, Relief, and Economic Security (CARES) Act and the Coronavirus Response and Relief Supplemental Appropriations Act of 2021 in the amount of SEVEN MILLION SEVENTY-NINE THOUSAND EIGHT HUNDRED and SEVENTEEN dollars and FIFTY cents ($7,079,817.50) to fund an emergency rental assistance program. Not less than 90 percent of awarded funds must be used for direct financial assistance, including rent, rental arrears, utilities and home energy costs, utilities and home energy costs arrears, and other expenses related to housing.  Remaining funds are available for housing stability services, including case management and other services intended to keep households stably housed, and administrative costs.  Monies from the Treasury shall be deposited into account string 1226220421.45703.00.

 

Section 2.                     The Mayor and the Director of the Office of Management and Budget of the City of Pittsburgh are further authorized to enter into agreements, or contracts, or utilize existing agreements or contracts at a cost not to exceed SEVEN MILLION SEVENTY-NINE THOUSAND EIGHT HUNDRED and SEVENTEEN dollars and FIFTY cents ($7,079,817.50) for direct financial assistance including rent, rental arrears, utilities and home energy costs, utilities and home energy costs arrears, and other expenses related to housing.  No more than 15% of the funds are available for administrative costs including housing stability services, case management, eviction prevention and other services intended to keep households stably housed.  Said reimbursements shall be chargeable to and payable from account string 1226220421.58101.00.

 

Section 3.                     Resolution No. 647 of 2020, as amended, effective December 23, 2020, which presently reads as per Current Budget Amount, is hereby further amended to read as per Revised Budget Amount.
