Resolution amending Resolution No. 819 of 2019, effective December 16, 2019, entitled “Resolution authorizing the Mayor and the Director of the Department of City Planning, in cooperation with the Director of the Department of Public Works, to accept funds from an Allegheny Regional Assets District “RADical ImPAct Grant” in the amount of Five Hundred Thousand Dollars ($500,000.00) to fund public art projects in Emerald View Park, Frick Park, Highland Park, Riverview Park, and Schenley Park” to restate the recitals and further describe the use of funds.

Be it resolved by the Council of the City of Pittsburgh as follows:

 

Section 1.                     The Recitals of Resolution 819 of 2019, effective December 16, 2019, are hereby amended to read as follows:

 

WHEREAS, the City’s Department of City Planning includes a Public Art + Civic Design division, which seeks to introduce new and innovative public art programs around the City of Pittsburgh; and

 

WHEREAS, the Allegheny Regional Asset District (“RAD”) has invested in the creation and preservation of regional public assets and institutions since 1995; and

 

WHEREAS, to commemorate the 25th anniversary of RAD’s funding programs, a “RADical ImPAct Grant” was created to assist current RAD Assets in the creation of bold and inspiring projects; and

 

WHEREAS, the City of Pittsburgh cooperated with Allegheny County in a joint application to this grant; and

 

WHEREAS, the City of Pittsburgh and Allegheny County were together awarded a grant of 1.5 million dollars to fund public art programs, of which $500,000 is allocated for use by the City of Pittsburgh, and

 

WHEREAS, the City’s award will fund five (5) eight (8) public art projects in 20202021, in the amount of Twenty-Five Thousand Dollars ($25,000) each for individual amounts ranging from Thirty Thousand and no/100 Dollars ($30,000) to One Hundred Thousand and no/100 Dollars ($100,000), with at least one in each RAD Asset City Park, those being Emerald View Park, Frick Park, Highland Park, Riverview Park, and Schenley Park; and

 

WHEREAS, the City’s award will additionally fund five (5) public art projects in 2021, in the amount of Seventy-Five Thousand Dollars ($75,000) each, one in each RAD Asset City Park, those being Emerald View Park, Frick Park, Highland Park, Riverview Park, and Schenley Park, these being on a larger scale and meant to act as signature works of art for each of these parks; and

 

WHEREAS, the Public Art and Civic Design Division of the Department of City Planning will administer the art selection process for these projects and willhas worked with the Office of Management and Budget to release a Request for Proposals to solicit artists, designers, and creative collectives to submit proposals; and

 

WHEREAS, the amount received by Allegheny Regional Asset District will be deposited into the Grants Trust Fund account: 1129400300.48311.00.

 

WHEREAS, all the monies due for the projects will be payable out to the artists, designers, or collectives from the Grants Trust Fund account 1129400300.50000.00

 

 

Section 2 of Resolution 819 of 2019, effective December 16, 2019, is hereby amended to read as follows:

 

Section 2.                     Authorizing the Mayor, the Director of City Planning, and the Director of Public Works, on behalf of the City of Pittsburgh, to enter into Agreements to commission artists, designers, or creative collectives to design, fabricate, and install pieces of public art in designated City parks, or utilize existing Agreements or Contracts for a total amount not to exceed Five Hundred Thousand Dollars ($500,000.00) chargeable and payable from the Grants Trust Fund account 1129400300.50000.00.  The individual contracts and amounts authorized are as follows: 

 

An agreement or agreements are authorized to be entered into with Hutabut LLC in an amount not to exceed One Hundred Thousand and no/100 Dollars ($100,000.00);

 

An agreement or agreements are authorized to be entered into with Sans façon Canada Inc. and/or Steve Gurysh in an amount not to exceed One Hundred Thousand and no/100 Dollars ($100,000.00);

 

An agreement or agreements are authorized to be entered into with The Urban Conga in an amount not to exceed Sixty Thousand and no/100 Dollars ($60,000.00);

 

An agreement or agreements are authorized to be entered into with Ginger Brooks Takahashi in an amount not to exceed Seventy Thousand and no/100 Dollars ($70,000.00);

 

An agreement or agreements are authorized to be entered into with OOA Designs LLC in an amount not to exceed Sixty Thousand and no/100 Dollars ($60,000.00);

 

An agreement or agreements are authorized to be entered into with Allison Ruffner and Ruby Perkins in an amount not to exceed Forty Thousand and no/100 Dollars ($40,000.00);

 

An agreement or agreements are authorized to be entered into with Marlana Adele Vassar in an amount not to exceed Forty Thousand and no/100 Dollars ($40,000.00); and

 

An agreement or agreements are authorized to be entered into with Suphitsara Buttra Coleman in an amount not to exceed Thirty Thousand and no/100 Dollars ($30,000.00).
