WHEREAS, based on the will of the majority of those voting in the General Election on November 5, 2019, the City of Pittsburgh Home Rule Charter was amended to provide for the creation of a City of Pittsburgh Parks Trust Fund;

WHEREAS, the City of Pittsburgh now wishes to create the City of Pittsburgh Parks Trust Fund in accordance with the amendment to the City of Pittsburgh Home Rule Charter.


Be it resolved by the Council of the City of Pittsburgh as follows:

Section 1. The City Controller is hereby authorized to create a special trust fund to be designated the "City of Pittsburgh Parks Trust Fund", JDE job number 4000280070, Fund Number 28007.

Section 2. The following sources of revenue may be deposited into the City of Pittsburgh Parks Trust Fund:

1) Revenue received pursuant to Section 263.03 of the City Code;
2) Existing trust funds dedicated to park uses;
3) Other funds as determined by the Council of the City of Pittsburgh;
4) Private charitable donations;
5) Matching funds from charitable city parks conservancies;
6) Other public and private sources.

Section 3. Subject to any further legislation as may be required by applicable law, and with the prior written approval of the Directors of the Departments of Public Works and Parks and Recreation, funding from the City of Pittsburgh Parks Trust Fund may be expended for any of the following purposes:

1) Improvement of public parks;
2) Maintenance of public parks;
3) Creation of public parks;
4) Operation of public parks;
5) Improving park safety;
6) Providing equitable funding for parks, including those in underserved neighborhoods throughout the City of Pittsburgh;
