Resolution authorizing the City to enter into an agreement or agreements with Allegheny CleanWays to grant a license to Allegheny CleanWays to enter onto certain City-owned parcels in order to perform certain work including assessment and removal of litter and illegal dumping. This agreement will also allow access to certain Department of Public Works division facilities by Allegheny CleanWays for disposal of collected litter and illegal dumping.

WHEREAS, ALLEGHENY CLEANWAYS is a non-profit organization dedicated to engaging and empowering people to eliminate illegal dumping and littering in Allegheny County; and

 

WHEREAS, ALLEGHENY CLEANWAYS has identified 925 illegal dump sites within City limits as of October 1, 2019; and

 

WHEREAS, the City’s 311 response line has received 3,122 reports of illegal dumping within the City, on City-owned and private property and in the public right-of-way from April 1, 2015 to February 1, 2020; and

 

WHEREAS, ALLEGHENY CLEANWAYS and the Clean Pittsburgh Commission conducted a City-wide litter index in April 2019 and on a scale of 1 (little or no litter) to 4 (extremely littered), scored the City at 2.71 overall; and

 

WHEREAS, ALLEGHENY CLEANWAYS has been working cooperatively with the City since 2000 to address illegal dumping and littering in Pittsburgh and has engaged 14,124 volunteers in removing 30, 569 tires and 1,727.3 tons of debris within City limits in that time; and

 

WHEREAS, the City and Allegheny CleanWays wish to enter into a license agreement to support Allegheny CleanWays activities removing litter and illegal dumping on city-owned property as well as removing debris from the city’s department of public works divisions.

 

WHEREAS, the City and ALLEGHENY CLEANWAYS wish to enter into a License Agreement to define ALLEGHENY CLEANWAYS’s activities in identifying and removing littering and illegal dumping ON City-owned property.

 

 

Be it resolved by the Council of the City of Pittsburgh as follows:

 

Section 1.                     The Mayor and the Director of Public Works are authorized to enter into an agreement or agreements with Allegheny CleanWays in order to grant Allegheny CleanWays a license to enter onto certain City-owned properties in Pittsburgh Pennsylvania, as identified by tax parcel numbers in Allegheny County, Pennsylvania in an attachment to each agreement or agreements; in order to perform certain work including assessment and removal of litter and illegal dumping. This agreement will also allow access to certain Department of Public Works division facilities by Allegheny CleanWays for disposal of collected litter and illegal dumping.

 

Section 2.                     The agreements or agreements and amendments are subject to the approval of the City Solicitor as to form and substance.
