Title

Resolution repealing, amending and re-enacting Resolution Number 18 of 1983, effective January 20, 1983, titled, “Resolution authorizing and directing that the Bureau of Cable Communications, Department of Public Works, broadcast all of Council’s regular legislative sessions, standing committee meetings;”, setting forth the responsibilities of the Department of Innovation and Performance with respect to meetings of City Council, and to reflect various changes in the City’s Departmental organization structure and other changes to reflect technological innovations since 1983.

 

Body

Be it resolved by the Council of the City of Pittsburgh as follows:

 

Section 1.  Resolution Number 18 of 1983, effective January 20, 1983, titled, “Resolution authorizing and directing that the Bureau of Cable Communications, Department of Public Works, broadcast all of Council’s regular legislative sessions, standing committee meetings;” is hereby repealed.

 

Section 2.  The Director, Department of Innovation and Performance (“Director”) is authorized and directed to cause all meetings held pursuant to the Pittsburgh Home Rule Charter, Pittsburgh Code of Ordinances, Article V, Legislative, Chapter 151, Council, the Rules of Pittsburgh City Council or as mandated by state law to be broadcast, live and re-broadcast on the City’s public, educational and government (PEG) access channels and on the Internet.

 

Section 3.  Upon a motion approved by a majority of Councilmembers present at any Regular or Standing Committees meeting, the Director, Department of Innovation and Performance shall cause public hearings and post-agenda meetings to be broadcast, live and re-broadcast on the City’s public, educational and government (PEG) access channels and on the Internet.  In the event that a public hearing is required by the provisions of the Home Rule Charter or state law, Section 2 of this Resolution shall control.

 

Section 4.  The Director, Department of Innovation and Performance, shall maintain the City’s and City Council’s inventories of recorded meetings, past, present and future, and shall inventory, index and catalog the same.  The Director shall cause all such recordings to be converted into an electronic format which allows for public internet access.  Within one hundred-twenty (120) days of the effective date of this Resolution, the Director shall provide Council with a preliminary index of all past recordings together with an estimate of the cost, if any, to convert the same into an internet-friendly, electronic format.  The City Clerk shall review and approve said index, or require any necessary modifications.  Council shall work with the Mayor and Director to make the required allocation(s).

 

Section 5.  Any ordinances or resolutions or parts of ordinances or resolutions inconsistent with this Resolution are hereby repealed to the extent of said inconsistency.
