WHEREAS, managed by the Office of Community Affairs, Love Your Block is a block revitalization program created to reduce blight and increase resilience in the City of Pittsburgh by inviting neighborhood groups from across the City to propose volunteer-led projects to transform their blocks, and, if selected by the City through a competitive process, to enter into mini-grant reimbursement agreements with the City to fund these projects; and

 

WHEREAS, since its inception in 2011, the Love Your Block program has engaged over 10,000 volunteers who have dedicated more than 60,000 hours of service within their neighborhoods; and

 

WHEREAS, through the most recent year that the program was funded in 2017, projects funded by the Love Your Block Program have led to the planting of 1,200 trees and native plants, the collection of 1,000 pounds of litter, the diversion and mitigation of 5,400 gallons of stormwater, the creation of over 17 acres of community green space, and community participation in 7 classes; and,

 

WHEREAS, this year, the City’s Office of Community Affairs wishes to enter into mini-grant reimbursement agreements with 29 community-based organizations throughout Pittsburgh for block revitalization projects.

 

 

Be it resolved by the Council of the City of Pittsburgh as follows:

 

Section 1.                     The Mayor and Director of the Department of City Planning, on behalf of the City of Pittsburgh, is authorized to utilize grant funding previously accepted from Peoples Gas in the amount of Twenty-Six Thousand Five Hundred And Eighty Two Dollars And Two Cents ($26,582.02) for the Love Your Block Program.  Grant monies will be paid out of 0229400198.50000.00 and 0229400171.50000.00.

 

Section 2.                     The Mayor and Director of the Department of City Planning, on behalf of the City of Pittsburgh, is authorized to utilize Twenty Five Thousand Dollars ($25,000) in funds budgeted in the 2020 Operating Budget. Grant monies will be paid out of 11101.110000.58.58101.2020.

 

Section 3.                     The Mayor and Director of the Department of City Planning, on behalf of the City, is hereby authorized to enter into mini-grant reimbursement agreements with selected qualified nonprofit organizations to complete block revitalization projects at a cost not to exceed Fifty One Thousand Five Hundred and Eighty Two Dollars and Two Cents ($51,582.02).

The mini-grant reimbursement agreements shall be awarded in an amount not to exceed One Thousand and Five Hundred Dollars ($1,500.00) per mini-grant for the initial rounds of projects for 2020 and in an amount not to exceed Three Thousand Dollars ($3,000.00) for one additional grant awarded to one of the selected groups for the best project each season.  Grant monies will be paid out of 0229400198.50000.00, 0229400171.50000.00, and 11101.110000.58.58101.2020. The mini-grant reimbursement agreements will be approved by the City Solicitor as to form and substance and shall contain such other terms and conditions as may be in the best interest of the City. All reimbursements to be made to groups through the mini-grant reimbursement agreements.
