WHEREAS, Maxwell Albert DeFlitch, of Scout Troop 109, earned the rank of Eagle Scout, the highest rank in scouting based on responsibility, leadership, service and outdoor skills; and,
WHEREAS, as a member of Boy Scout Troop 109, Maxwell served as Assistant Senior Patrol Leader and Senior Patrol Leader; and,
WHEREAS, for his Eagle Scout service project, Maxwell created a French Drain in order to eliminate water build up on the sidewalk surrounding the Second United Presbyterian Church in Wilkinsburg; and,
WHEREAS, to be successful, Maxwell had to learn about the mechanics of water flow and worked closely with the church to ensure the design would be effective in eliminating the standing water; and,
WHEREAS, under Maxwell’s leadership, the project was completed in one day by 19 volunteers. Collectively, he and the volunteers dedicated a total of 121 hours to the job. In addition, Max accumulated enough monetary and equipment donations to not only cover the cost of his undertaking, but also to donate to the church for other projects; and,
WHEREAS the French drain proved to be very beneficial to the congregation, the preschool children who attend the daycare, those who use the food pantry and the community by lessening the risk of injury due to a slippery sidewalk; and,

NOW, THEREFORE BE IT RESOLVED, that the Council of the City of Pittsburgh does hereby commend and congratulate Eagle Scout Maxwell DeFlitch for his outstanding achievement of attaining the rank of Eagle Scout; and,
BE IT FURTHER RESOLVED, that the Council of the City of Pittsburgh does hereby declare Wednesday, March 4, 2020 to be “Maxwell Albert DeFlitch Day” in the City of Pittsburgh.
