Title

Whereas, the Office of the Mayor and community workforce stakeholders researched the barriers to employment in the construction industry at the Construction Industry Task Force.

Whereas, the Task Force found there are qualified workers that are simply not being engaged and others that deserve financial support to help overcome barriers to construction employment.

Whereas the Task Force recommended, the Mayor ordered, and Pittsburgh City Council codified the creation of a Workforce Development Fund as a vehicle to provide financial support for barrier reduction and fund the creation of an access portal.

Whereas the Fund was created to leverage additional dollars from other workforce stakeholders.

Whereas the largest stakeholder is the publicly controlled, regional workforce investment board known as Partner4Work.

Whereas Partner4Work provides funding to and interacts with the work readiness programs, apprenticeship programs, and companies that are necessary partners either in identifying individuals who are disconnected or in need of barrier reduction.

Whereas Partner4Work has proven their ability to administer workforce programs for the City of Pittsburgh through the Learn and Earn summer Youth Employment Partnership.


Be it resolved by the Council of the City of Pittsburgh as follows:
