Resolution authorizing the Urban Redevelopment Authority of Pittsburgh to submit an application for a Housing Accessibility Program in the amount of $250,000 to the Commonwealth of Pennsylvania Department of Community and Economic Development for the operation and administration of certain programs and projects in FY 2019-2020.  (Council District: All).

WHEREAS, URA has prepared an application (the “Application”) for a Housing Accessibility Program (the “Project”) under the FY 2019-2020 Keystone Communities Program; and

 

WHEREAS, URA has indicated in the Application that $187,500 of 2019 Economic Development and Housing CDBG funds (the “2019 CDBG Matching Funds”)  and $62,500 of 2019 Economic Development and Housing Paygo funds (the “2019 Paygo Matching Funds”) will be provided as the matching share of Project costs; and

 

WHEREAS, the 2019 Paygo Matching Funds will be made available by reducing $62,500 from the deliverable titled New/Substantially Renovated Rental Units Developed, JD Edwards Job No. 8273210319.53901.00, and increasing by $62,500 the deliverable titled Residential Accessibility Improvements, JD Edwards Job No.  8273211019.53901.00; and

 

WHEREAS, the 2019 Paygo Matching Funds are authorized for the URA’s use in the 2019 Paygo Cooperation Agreement referenced in Resolution No. 268 of 2019; and

 

WHEREAS, the City of Pittsburgh and URA are desirous of obtaining funds from the Commonwealth of Pennsylvania Department of Community and Economic Development for the prevention and elimination of blight under Section 4(c) of the Housing and Redevelopment Assistance Law, as amended.

 

 

Be it resolved by the Council of the City of Pittsburgh as follows:

 

Section 1.                     URA is hereby authorized to file the Application with DCED for a grant in the amount not to exceed $250,000 for the Project for FY 2019-2020 and administration thereof.

 

Section 2.                     Under the 2019-2020 Paygo Funded Programs Cooperation Agreement, authorized by Resolution No. 268 of 2019, $62,500 shall be transferred from New/Substantially Renovated Rental Units Developed, JD Edwards Job No. 8273210319.53901.00, to Residential Accessibility Improvements, JD Edwards Job No.  8273211019.53901.00 to make matching funds available for the Project.

 

Section 3.                     A blighting influence exists in many neighborhoods because of the continuing presence of unsafe, unsanitary and inadequate living conditions in dwellings and the continuing presence, in many neighborhoods, of vacant, open and vandalized buildings, and the proposed Programs will prevent or eliminate the existing blighting influences by (1) addressing the housing assistance needs of low and moderate income residents through the substantial rehabilitation and new construction of housing; (2) promoting neighborhood stability through residential and commercial development; (3) stimulating new investment in commercial and industrial facilities, thereby creating employment in the urban core; and/or (4) ensuring a productive tax base.

 

Section 4.                     The City of Pittsburgh will assume the provision of the full local share of Project costs and will reimburse the Commonwealth of Pennsylvania for the Commonwealth’s share of any expenditure found by DCED to be ineligible.
