Resolution authorizing the Office of Management and Budget, on behalf of the City of Pittsburgh, to submit a filing of a proposal for funds with the Department of Community and Economic Development, Commonwealth of Pennsylvania (“PA DCED”), for the purpose of receiving grant funds that will be used for rapid rehousing (homeless) services, and to thereafter enter into an Agreement or Agreements with PA DCED to accept any grant funds offered to the City.

WHEREAS, the Homeless Emergency Assistance and Rapid Transition to Housing Act of 2009 (HEARTH) enacted into law on May 20, 2009, authorized the Emergency Solutions Grant (ESG) Program; and

 

WHEREAS, the Commonwealth of Pennsylvania through the Department of Community and Economic Development (PA DCED) has received ESG program funds and is making these funds available to units of local governments for eligible homeless services; and

 

WHEREAS, the City of Pittsburgh desires to submit an application to PA DCED for ESG Program funds to provide homeless services or on behalf of other entities to provide homeless services;

 

 

Be it resolved by the Council of the City of Pittsburgh as follows:

 

Section 1.                     The proposed project(s) “ESG State 2019 Program” to be funded by a grant from the Pennsylvania ESG Program meet the ESG interim rule requirements at §24 CFR 576 are eligible and approved.

 

Section 2.                     The Office of Management and Budget on behalf of the City of Pittsburgh is authorized and directed to execute an ESG Program application in the amount of $250,000.00 to the PA Department of Community and Economic Development.

 

Section 3.                     The City of Pittsburgh, Office of Management and Budget, will assume the responsibility for securing the required matching amount of project funds.

 

Section 4.                     The City of Pittsburgh will reimburse the commonwealth for any expenditure found to be ineligible.

 

Section 5.                     The City of Pittsburgh, Office of Management and Budget is authorized to provide such assurances, certificates, and supplemental data or revised data that PA DCED may request in connection with the application.
