Resolution authorizing the Mayor and the Office of Management and Budget to enter into a Non-Exclusive License Agreement with the Federal General Services Administration for the Veterans Affairs Highland Drive Campus at 7180 Highland Drive, Pittsburgh, PA 15206 for limited use and to conduct due diligence pursuant to the application approved by the Federal Emergency Management Agency and the Department of Justice to acquire the property for law enforcement and emergency management purposes.

Be it resolved by the Council of the City of Pittsburgh as follows:
WHEREAS, the Federal General Services Administration (GSA) made available the vacated Veterans Affairs Hospital property located at 7180 Highland Drive for Public Benefit Conveyance; and
WHEREAS, the City's Office of Management and Budget submitted a joint application for Public Benefit Conveyance to take ownership of the property for the sole uses of law enforcement and emergency management; and
WHEREAS, the City's Public Benefit Conveyance application was the only application received and accepted by the GSA, and was approved by the Federal Emergency Management Agency and the Department of Justice; and
WHEREAS, the GSA and City of Pittsburgh wish to enter into a non-exclusive license agreement for a term expiring December 31, 2018 to conduct public safety training and limited activities and perform due diligence pursuant to the Public Benefit Conveyance application for law enforcement and emergency management purposes.
Section 1. The Mayor and the Director of the Office of Management, on behalf of the City, are now authorized to enter into a Non-Exclusive License Agreement with the Federal General Services Administration for the Veterans Affairs Highland Drive Campus at 7180 Highland Drive, Pittsburgh, PA 15206 for limited use and to conduct due diligence pursuant to the application approved by the Federal Emergency Management Agency and the Department of Justice to acquire the proper...
