Resolution authorizing the Mayor and the Director of the Department of Public Works to enter into a Green Infrastructure Mini-Grant Agreement and a Project and Maintenance Agreement with the Pittsburgh Water and Sewer Authority and The Pittsburgh Parks Conservancy in connection with the installation and maintenance of a Green Infrastructure Project at the Frick Environmental Center in Frick Park.

WHEREAS, the City is the owner of certain real property in Frick Park in Pittsburgh Pennsylvania; and

 

WHEREAS, The Pittsburgh Parks Conservancy (“PPC”) and the City have entered into a Cooperation Agreement whereby the PPC has agreed to provide co-stewardship and planning assistance to the City, and is currently working with area foundations, corporate and government sources for funding to restore and improve the natural habitat, create recreational opportunities and improve public enjoyment of certain City properties; and

 

WHEREAS, the Pittsburgh Water and Sewer Authority (“PWSA”) Authority has established a Green Infrastructure Matching Grant Program (the “Grant Program”) to provide financial assistance to certain qualified entities; and  

 

WHEREAS, one objective of the Grant Program is to increase the use of green infrastructure in the City of Pittsburgh and reduce storm water runoff that would otherwise have been discharged to PWSA’s wastewater and storm water system in order to improve and enhance water quality resources downstream; and

 

WHEREAS, another objective of the Grant Program is to increase public awareness of green infrastructure techniques for storm water management using signage and/or educational programs; and 

 

WHEREAS, the PPC applied for and was awarded a grant under the Grant Program to design, construct, and install a green infrastructure project known as the Frick Environmental Center Permeable Pavement (the “GI Project”) in the Park; and

 

WHEREAS, as a condition of receiving funding for the GI Project, the applicable parties must also agree to certain maintenance obligations; and

 

WHEREAS, in light of the Grant awarded to PPC by PWSA, the City has agreed to provide the PPC with a license for the GI Project installation and to perform designated maintenance obligations.

 

Be it resolved by the Council of the City of Pittsburgh as follows:

 

Section 1.                     The Mayor and the Director of the Department of Public Works are authorized to enter into a Green Infrastructure Mini-Grant Agreement and a Project and Maintenance Agreement with the Pittsburgh Water and Sewer Authority and The Pittsburgh Parks Conservancy in connection with the installation and maintenance of a Green Infrastructure Project at the Frick Environmental Center in Frick Park.
