WHEREAS, Cecile M. Springer has achieved professional distinction in the private and nonprofit sectors and in the fields of chemistry, regional land use planning, environmental analysis and advanced alternative energy technologies and as a consultant and entrepreneur. Throughout her diverse and demanding career stands her commitment to social and economic justice, ethical leadership and community service; and,
WHEREAS, upon graduation from Wellesley College in 1954 with a master’s degree in chemistry, Springer began her career as a research chemist for Bristol Meyers Laboratories in New York. Marriage brought with it a move to Pittsburgh and admission to GSPIA. An internship at the Southwestern Pennsylvania Regional Planning Commission led to a full-time position in 1970 as principal planner. In that role she conducted research on future uses of land, including environmental planning for educational facilities, hospitals, airports, waterways and industrial development sites; and,
WHEREAS, Springer earned the MURP degree at GSPIA in 1971. In 1974, she joined Westinghouse Corporation and became the national spokesperson for the Advanced Energy Systems Division. In 1978 she became president of the Westinghouse Foundation, providing leadership in the areas of corporate contributions and community affairs, energy development, and strategic planning; and,
WHEREAS, in 1989, Springer formed her own firm, Springer Associates, which provided comprehensive strategic planning. She joined other leaders of the League of Women Voters to mount a national effort on voter registration. For her professional accomplishments and service to the community, Springer has been recognized as a Distinguished Daughter of Pennsylvania, a Carlow University “Woman of Spirit,” and with her husband received the Brotherhood/Sisterhood Awards from The National Conference for Community and Justice, Inc.; and,
WHEREAS, Springer served as a member of GSPIA’s Board of Visitors from 1999 through 2002. She is past president of the University of Pittsburgh Alumni Association and in 2002 she was selected as a Legacy Laureate of the University of Pittsburgh the highest honor for alumni; and,

NOW, THEREFORE BE IT RESOLVED, that the Council of the City of Pittsburgh does hereby commend Mrs. Springer for utilizing her faith and leadership through community service; and,
BE IT FURTHER RESOLVED, that the Council of the City of Pittsburgh does hereby declare Saturday, May 12, 2018, to be “Cecile Springer Day” in the City of Pittsburgh.
