Title
Resolution approving an updated Institutional Master Plan under the Pittsburgh Code, Title Nine, Zoning, Article II, Chapter 905, Section 905.03.D and Article VII, Chapter 922, Section 922.12.G for UPMC Mercy “Institutional Master Plan” dated April 9, 2018 on property zoned EMI, Educational/Medical Institution District, 1st Ward, Council District 6.

Whereas the Planning Commission of the City of Pittsburgh has made certain findings with regard to the updated Institutional Master Plan for UPMC Mercy, located in the neighborhood Uptown/Bluff at 1400 Locust Street;
Whereas the Planning Commission of the City of Pittsburgh has recommended approval of this updated Institutional Master Plan;
Whereas City Council has reviewed the record of the Planning Commission and herewith adopts the findings and recommendations of the Planning Commission;
Be it resolved by the City Council of the City of Pittsburgh as follows:
Section 1. Upon a review of the record as provided by the Planning Commission of the City of Pittsburgh, it is herewith affirmed that the updated Institutional Master Plan for UPMC Mercy has properly met the standards as provided in the Pittsburgh Code Section 905.03.D.
Section 2. Under the provisions of Sections 905.03.D and 922.12.G of the Pittsburgh Code, approval is hereby granted to UPMC Mercy for an updated Institutional Master Plan, on property zoned EMI, Educational/Medical Institution District in accordance with Institutional Master Plan Application No. 17 and accompanying document entitled “Institutional Master Plan” and dated April 9, 2018 as recommended for approval by the City of Pittsburgh Planning Commission April 18, 2018, and which are on file in the Office of the Zoning Administrator, Department of City Planning, and which are incorporated herein by reference thereto.
Additional Conditions for Approval of the UPMC Mercy IMP
UPMC's goal is to ensure that the Vision and Rehabilitation Hospital will be an immediate and significant asset and economic and social catalyst to the community it will serve. To that end, UPMC and UPMC Mercy commit to the following:
Health Equity (aligning UPMC Mercy's resources and the community's needs to the UPMC Mercy Community Health Needs Assessment}:
• Develop an addiction medicine specialty clinic on the UPMC Mercy Campus;
• Develop an inpatient Integrated Medical Care Unit for the purposes of serving patients with dual medical and behavioral health diagnoses. UPMC will work with as many qualified "minority community service providers" as possible in this capacity;
• Invest and grow its primary care and stroke care programs to ensure UPMC Mercy's continued role in providing care important to the community;
• Fund a new fellowship position in Street Medicine at Operation Safety Net;
• Partner with McAluey Ministries, Bethlehem Haven, and Pittsburgh Mercy Behavioral Health to develop and fund a post-acute medical respite care facility at Bethlehem Haven.
Local Hiring and Business Development:
• Work with the local councilperson to host job fairs, interview events, resume workshops and provide training for opportunities at UPMC Mercy and the Mercy Vision and Rehabilitation Hospital;
• Work where possible at UPMC Mercy and the Vision and Rehabilitation Hospital with existing workforce programs, including the lnnovatePGH Talent Alliance, the Energy Innovation Center's Environmental Services Associate Trainee Program, Facility Management Program, and Introduction to Construction Program, Project SEARCH, Auberle, the Partnership for Workforce Readiness and Retention, and UPMC Mercy's own training programs for environmental services and nursing assistants;
• Implement or partner, where appropriate, with other training programs for environmental services and nursing assistants;
• Assist in the recruitment and growth of African-American nurses;
• Work with the local councilperson to host an event(s) centered on specific procurement opportunities for business entities with emphasis on businesses in the Hill District/Uptown Communities and other underserved communities;
• Support, where appropriate, mentor-protégé efforts to help grow the capacity of MWBE and veteran owned firms currently lacking capacity to provide products and services on their own;
• Work with, where appropriate, the A Phillip Randolph Institutes' "Breaking the Chains of Poverty" program and the EIC Center, to identify, recruit and train local residents for opportunities in the construction trades apprenticeship programs; and
• Actively participate in the City's newly formed Pittsburgh Construction Workforce Partnership.
Green Space:
• UMPC Mercy will assure adequate green space at the UPMC Mercy Vision and Rehabilitation Hospital.
Greater Community Support
• UPMC will continue its participation in and support of the One PGH initiative, which will ultimately address such critical community needs as affordable housing, clean air and water, and pre-k education.
