Resolution calling on the Chief Operations Officer and Chief Financial Officer to design a property maintenance program to assist the senior, disabled, and veteran residents of the City of Pittsburgh who are not of able body to properly maintain the exterior premises surrounding their residence.

Body
Whereas, senior, disabled, and veteran residents of Pittsburgh may not be of able body nor have the necessary resources or other assistance to properly maintain the exterior premises of their property; and

Whereas, those same residents desire to be good neighbors and properly maintain their properties in order to protect the investments of surrounding property owners as well as their own; and

Whereas, Pittsburgh's City Council wishes to support these residents' desire to properly maintain the exterior premises surrounding their homes; and

Whereas, such a program has been piloted in the past by the second City Council District; and

Whereas, as part of broader neighborhood stabilization efforts underway within the City, every effort should be made to help our senior, disabled, and veteran residents maintain and keep the homes which they have occupied for a long time.

Be it resolved by the Council of the City of Pittsburgh as follows:

Section 1. The Chief Operations Officer and Chief Financial Officer are hereby directed to create a program for the maintenance of the exterior premises of residential property to assist senior, disabled, and veteran residents who are not physically able to maintain their property and do not have anyone in their household who is of able body to do the same.

Section 2. The City shall include qualifying standards for any such program including an application process, eligibility guidelines consistent with Section 1, contracting standards, and any other provisions deemed necessary by the City.
