Resolution authorizing and directing the Mayor and the Director of the Office of Management Budget to issue a Request for Proposals (RFP) to offer at-work child care during the fifteen days that the City remains open while Pittsburgh Public Schools are closed and provide on-site child care during twenty City-sponsored community meetings as designated by the Mayor.
Body
WHEREAS, each year, Pittsburgh Public Schools are closed fifteen days during which City of Pittsburgh offices remain open, causing many City employees to miss work, utilize vacation or personal days to stay home, and spend additional money on private child care options; and,
WHEREAS, the Modern Family Index highlights that 69% of job applicants with children list at-work child care as a need when choosing a workplace; and,
WHEREAS, the 2015 report of the National Council of Economic Advisors stated that nearly half of working parents have declined a job offer because it was not compatible with their family needs; and,
WHEREAS, the City should provide at-work child care to attract and retain the best and brightest workforce and to continue provide the highest level of service to the residents of Pittsburgh; and,
WHEREAS, in addition, lack of on-site child care is often a barrier for civic engagement and community involvement; and,
WHEREAS, as a welcoming city where the voices and input of all constituents are valued, Pittsburgh must strive to eliminate any barriers that families face when they wish to be an active participant in their communities, including the availability and cost of child care; and,
WHEREAS, in an effort to include all Pittsburghers in City-sponsored community meetings, the City should provide free on-site child care during twenty meetings designated by the Mayor.
THE COUNCIL OF THE CITY OF PITTSBURGH HEREBY ENACTS AS FOLLOWS:
SECTION 1. The Council of the City of Pittsburgh does hereby authorize and direct the Mayor and the Director of the Office of Management and Budget to issue a Request for Proposals (RFP) to offer at-work child care during the fifteen days that the City remains open while Pittsburgh Public Schools are closed and provide on-site child care during twenty City-sponsored community meetings as designated by the Mayor.
