WHEREAS, the City of Pittsburgh believes that all employees, whether private or public, should have the basic right to work in an environment that is free from hazards and risks to their safety, with no difference between safety standards and regulations in either sector; and
WHEREAS, House Bill 1082, the Public Employees Occupational Safety and Health Act; also known as "Jake's Law,” would provide for workplace health and safety standards for public employees and public employers not covered by a federal occupational or health standard under Section 6 of the OSHA Act of 1970 or its amendments thereto; and
WHEREAS, Public Employees Occupational Safety and Health Act would confer powers and duties to the Secretary of Labor and Industry, establishing a Pennsylvania Occupational Safety and Health Review Board, provide for workplace inspections, and the imposition of penalties for noncompliance; and
WHEREAS, "Jake's Law" would encourage employers and employees in their efforts to reduce the number safety and health hazards at the workplace and stimulate employers to institute new and or improved safety programs; and

NOW, THEREFORE BE IT RESOLVED, that the Council of the City of Pittsburgh hereby encourages the Pennsylvania General Assembly to join the cosponsors of House Bill 1082 in support safe and healthy working conditions for public employees by passing House Bill 1082; and
BE IT FURTHER RESOLVED, that the signed resolution shall be sent to Governor Wolf and the entire Allegheny County Delegation of the General Assembly.
