Title

Resolution authorizing the Mayor, Director of Parks and Recreation, Director of Public Works and Director of Finance to enter, on behalf of the City of Pittsburgh, into a Lease Agreement or Agreements with Morningside Partners LP and Congregate Management Services, Inc., for providing social and recreational services to seniors and other eligible participants/inter-generational programming at the (as yet unbuilt) Morningside Central Community Center to be located in Morningside Crossing that is tentatively scheduled to open in 2018.  Cost to the City not to exceed TWO HUNDRED THIRTY-EIGHT THOUSAND SEVENTY-SIX DOLLARS and EIGHTY CENTS ($238,076.80) and shall be for a term of fifteen (15) years.

 

Body

Be it resolved by the Council of the City of Pittsburgh as follows:

 

Section 1.                     The Mayor, Director of Parks and Recreation, Director of Public Works and Director of Finance are hereby authorized to enter, on behalf of the City of Pittsburgh, into a Lease Agreement or Agreements with Morningside Partners LP and Congregate Management Services, Inc., for providing social and recreational services to seniors and other eligible participants/inter-generational programming at the (as yet unbuilt) Morningside Central Community Center to be located in Morningside Crossing that is tentatively scheduled to open in 2018.  The City is not obligated to pay rent under said Lease Agreement(s) but shall pay for its prorated share of user fees and utility expenses at an overall cost to the City not to exceed TWO HUNDRED THIRTY-EIGHT THOUSAND SEVENTY-SIX DOLLARS and EIGHTY CENTS ($238,076.80) and shall be for a term of fifteen (15) years. The City payments due under said Lease Agreement(s) shall be chargeable to and payable from the following JDE account codes:

 

User Fee:

Six thousand nine hundred eighty-five and zero cents ($6,985.00) for years one through five.

Seven thousand three hundred thirty-four and twenty-five cents ($7,334.25) for years six through ten.

Seven thousand seven hundred and ninety-six cents ($7,700.96) for years eleven through fifteen.

Funds shall be chargeable to and payable from JDE account: 5000285000.54501.00 or such other account(s) as may be designated annually by the Office of Management and Budget for this purpose. Said funding is contingent upon City Council’s appropriations for each subsequent budget year.

Not-to-Exceed Utility Costs (May be lower if 80% of actual utilities is lower):

Eight thousand one hundred nineteen and zero cents ($8,119.00) for years one through five.

Eight thousand five hundred twenty-four and ninety-five cents ($8,524.95) for years six through ten.

Eight thousand nine hundred fifty-one and twenty cents ($8,951.20) for years eleven through fifteen.

Funds shall be chargeable to and payable from JDE accounts for their respective utility categories:

11101.420000.54601 (electric)

11101.420000.54603 (natural gas)

11101.420000.54609 (water)

or such other account(s) as may be designated annually by the Office of Management and Budget for this purpose. Said funding is contingent upon City Council’s appropriations for each subsequent budget year.

Section 2.               Any Resolution or Ordinance or part thereof conflicting with the provisions of this Resolution is hereby repealed so far as the same affects this Resolution.
