Title: NOW, THEREFORE BE IT RESOLVED, that the Council of the City of Pittsburgh does hereby commend CVR Associates, and P. Nathaniel Boe individually for 16 years of dedicated service to the Housing Authority of the City of Pittsburgh and the residents they serve, modernizing the operations of HACP and preparing the Authority to operate well into the future; and, BE IT FURTHER RESOLVED, that the Council of the City of Pittsburgh does hereby declare Thursday, May 25, 2017 to be "Nathaniel Boe Day" in the City of Pittsburgh.

WHEREAS, in 2001, the Housing Authority of the City of Pittsburgh (HACP), facing federal sanctions from the U.S. Department of Housing and Urban Development (HUD) for issues related to how it had been managing its development and modernization programs, selected CVR Associates to resolve the various issues related to an audit by HUD's Inspector General; and,

WHEREAS, CVR Associates immediately worked with HACP and HUD, performing forensic analyses and preparing documentation that reduced a potential $6.7 million dollar federal penalty to $109,000, saving the Housing Authority over $6 million dollars; and,

WHEREAS, in 2003, CVR provided technical assistance to HACP's Modernization Program, and worked with HACP to combine its Modernization and Development Programs into a single Department and in 2005 was selected to become the full-time Program Manager of the newly-formed Development & Modernization Department; and,

WHEREAS, Mr. P. Nathaniel Boe, a Vice President of CVR Associates, has led this process, resulting in 16 consecutive years of zero audit findings by HUD while managing $1.3 billion dollars of development and modernization work, the production of over 1,500 new mixed-income housing units, the modernization of over 2,000 existing units, the awarding of two HUD Choice Neighborhoods grants and structured and/or negotiated development deals that give HACP and its development entity cash flow and return on investment of over $130 million dollars over the next 20 to 30 years; and,
