WHEREAS, School Crossing Guards in the City of Pittsburgh are valued adults who come from professions all over the board to spend their time and often their post retirement years directing traffic and watching over school children. Showing up at their assigned crossings, they assist children in their journeys to and from school. The job requires constant vigilance but often Crossing Guards say that the students make the job well worth the challenge; and,
WHEREAS, the City of Pittsburgh has been fortunate to have two very dedicated Crossing Guards serving in the Lincoln Place neighborhood of the city; and,
WHEREAS, Lorraine Welch began her Crossing Guard career in 1976, first at Minadeo School for 13 years and the remaining 28 years in Lincoln Place. Raised as an only child of a single mother, Lorraine went on to have 6 children of her own and 2 foster children and made her Lincoln Place home a safe and nurturing environment for neighborhood kids. Often working 3 jobs, she found time to be a dedicated and devoted Crossing Guard and upon her retirement leaves a legacy of caring and compassion; and,
WHEREAS, Elaine Pallof was born and raised in Lincoln Place. A Crossing Guard since 1978 at the corner of Mifflin Road and Mohrbach Street, Elaine became a fixture there, giving attention to every child and proudly crossing two generations of children safely. Elaine has 3 sons and 6 grandchildren and upon her retirement leaves a legacy of commitment and dedication to the children of Lincoln Place; and,

NOW, THEREFORE BE IT RESOLVED, that the Council of the City of Pittsburgh does hereby recognize the importance and value of dedicated City of Pittsburgh School Crossing Guards and commends and congratulates Lorraine Welch and Elaine Pallof for their long and storied service to the children of Lincoln Place and congratulates them on the occasions of their retirement; and,
