Ordinance supplementing the Pittsburgh City Code, Title One, Administrative, Chapter 118, to create the Department of Mobility and Infrastructure in order to encompass policy, planning, and management of an integrated urban transportation system accessible by all users - bicyclists, motorists, pedestrians, and public transit riders - in order to formalize the status of the Department and set roles, responsibilities, and functions for its Director.

WHEREAS, Section 208 of the City of Pittsburgh's Home Rule Charter permits units of government to be established by ordinance submitted by the Mayor or City Council; and
WHEREAS, Section 102 of the Charter defines "unit of government" as including "any subdivision of City government including any department, bureau, division, board, commission or magistrate court:" and
WHEREAS, the City of Pittsburgh does not currently maintain a discrete unit of government tasked with the development of long-term strategies and policies for the planning, design, and construction, of transportation infrastructure and the Mayor now wishes to formalize a Department of Mobility and Infrastructure and establish roles, responsibilities, and functions therein; and
The Council of the City of Pittsburgh hereby enacts as follows:
Section 1.
Chapter 118 - Department of Mobility and Infrastructure
118.01 - Director as Head
The Department of Mobility and Infrastructure shall be under the charge of a Director, who shall be the head thereof.
118.02 - Powers and Duties of Director
The Director of Mobility and Infrastructure shall have the following powers and duties:
(a) Oversee development of transportation plans, maps, drawings, surveys, specifications, estimates, and reports; and
(b) Supervision of transportation projects within the City and on City owned or administered property; and
(c) Enforcement of City rules, contracts, agreements, and ordinances that relate to the Department of Mobility & Infrastructure; and
