Resolution authorizing the Mayor and the Director of the Office of Management and Budget ("OMB") to enter into an agreement with Perfect Commerce, LLC to purchase a subscription service for vendor solicitation and contract management services as well as training for OMB staff via the Commonwealth public procurement site whereby the Commonwealth issued an Invitation to Qualify (ITQ) for the Master IT Services ITQ through an Invitation for Bids (IFB) and Perfect Commerce, LLC submitted a bid in response to the ITQ. Cost not to exceed $295,000.00.

WHEREAS, pursuant to the Pennsylvania Intergovernmental Cooperation Law, Act 57 of 1998 and Act 180 of 1972 as amended by Act 148 of 1986 which permits municipalities to participate in or make direct purchases off contracts for services entered into by the Commonwealth of Pennsylvania, the City has need for Information Technology (IT) Services (the "Services") offered by Perfect Commerce, LLC; and
WHEREAS, the Commonwealth issued an Invitation to Qualify (ITQ) for the Master IT Services ITQ through an Invitation for Bids (IFB) and Perfect Commerce, LLC submitted a bid in response to the ITQ; and
WHEREAS, the Commonwealth has the authority to enter into an ITQ Contract for the Services on a multiple award basis according to Section 517 of the Commonwealth Procurement Code, 62 Pa.C.S. ?517; and
WHEREAS, the Commonwealth has evaluated Perfect Commerce LLC's Proposal and determined that the Contractor has met the qualification requirements of the ITQ.
Be it resolved by the Council of the City of Pittsburgh as follows:
Section 1.
