Resolution authorizing the Department of Finance and the Department of City Planning to modify the City’s MBRO Policy pursuant to Chapter 419.04 of the City Code

WHEREAS, in January 2013, City Council passed the Market Based Revenue Opportunity (MBRO) ordinance with the intent of having the legislation implemented, and;

 

WHEREAS, the City has been attempting to develop and implement a Market Based Revenue Opportunity (MBRO) revenues for nearly ten years, and;

 

WHEREAS, the City’s implementation of the program has been hamstrung by its current MBRO policies and procedures, and;

 

WHEREAS, City Council would like to enable the City of Pittsburgh to receive MBRO revenue to help enhance funding for existing parks, city facilities, property and services, and;

 

WHEREAS, it is the intent of Council to enact the MBRO program to obtain additional revenue, but to proceed with caution so as not to diminish the integrity of our parks, and;

 

WHEREAS, the Council requests that the Director of Finance adjusts the policy to allow the MBRO program to be implemented in a thoughtful and respectful manner.

 

 

Be it resolved by the Council of the City of Pittsburgh as follows:

 

Section 1.                     Pursuant to Chapter 419.04 of the City Code, and Resolution 18 of 2013, the Director of the Department of Finance and the Director of the Department of City Planning are hereby authorized to modify the existing Market-Based Revenue Opportunity policy.

 

Section 2.                     The revised MBRO Policy shall be approved by City Council by filing with the City Clerk, in accordance with Chapter 111.01(b) of the City Code.

 

Section 3.                     The revised MBRO Policy shall supplement Resolution 18 of 2013.
