Be it resolved by the Council of the City of Pittsburgh as follows:

Section1.

Section 1 of Resolution No. 893 of 2003 which reads as follows:

The City Controller is hereby authorized and directed to rename the Pennsylvania Emergency Management Agency Trust Fund (PEMATF) as the Emergency Management and Homeland Security Trust Fund (EMHSTF) into which trust fund there shall be deposited any and all monies received from federal, state, local or private sources that support and enhance Emergency Management and Homeland Security programs and projects. The monies deposited in this account shall be used by the Department of Public Safety to cover any and all expenditures, excluding salaries and benefits, related to Emergency Management and Homeland Security. The exclusion for the payment of Salaries and Benefits shall not apply to funds received that are earmarked for such purposes. All expenditures must be approved by the Director and Deputy Director of Emergency Management or their designees. Monies from the various sources shall be tracked, to the extent that it is reasonable and necessary, by the establishment of separate Account numbers in EMHSTF, Fund 2463.
