WHEREAS, dog licensing is an important government service that assists residents in cases where their dog has gone missing, and provides an incentive for owners to spay or neuter their dogs; and

 

WHEREAS, it is the charge of the City of Pittsburgh to identify opportunities to improve overall efficiencies in government services in order to better provide resources and programs that benefit our residents; and

 

WHEREAS, the City and Allegheny County have long provided similar services in the issuance of dog licenses; and

 

WHEREAS, Allegheny County provides dog licensing services to 129 municipalities and provides residents the option to apply for a dog license online using a credit card for payment, while Pittsburgh is the sole municipality in the County to manage its own program; and

 

WHEREAS, consolidating the issuance of dog licenses can directly benefit residents by improving the visibility of the program and the importance of dog licensing, and improving the experience of acquiring a dog license.

 

Be it resolved by the Council of the City of Pittsburgh as follows:

 

Section 1. The Council of the City of Pittsburgh authorizes and directs the Mayor, City Solicitor, and the Director of Finance or their designee, on behalf of the City of Pittsburgh, to enter into negotiations with Allegheny County for the consolidation of all dog licensing functions. to issue a request for proposal for the administration of city dog licenses.

 

 

Section 2. The final Agreement shall be approved by City Council.
