Be it resolved by the Council of the City of Pittsburgh as follows:

Section 1. The Mayor and the Director of the Department of Personnel and Civil Service Commission, on behalf of the City of Pittsburgh, are hereby authorized to enter into an Intergovernmental Cooperation Agreement with the County of Allegheny and the Three Rivers Workforce Investment Board for the shared operation and administration of the Learn and Earn Summer Youth Employment program for a period commencing May 1, 2016 and ending December 31, 2016 and providing for the transfer to the Three Rivers Workforce Investment Board of an amount not to exceed One Million Five Hundred Thousand ($1,500,000) Dollars, chargeable and payable from the following accounts:

Said Intergovernmental Cooperation Agreement shall be in a form approved by the City Solicitor and shall, in addition to the terms and conditions specified herein, contain other terms and conditions that may be in the best interest of the City.


Section 2. The final language of the agreement between the City of Pittsburgh and the Workforce Investment Board shall include an advisory committee to monitor the program, and said advisory committee shall include at least one member of City Council.
