Resolution authorizing the Mayor and the Director of the Department of City Planning to enter into a Cooperation Agreement for Program Administration Assistance with the Office of Public Art and its fiscal agent, the Greater Pittsburgh Arts Council, for an Artist in Residence Program associated with a potential National Endowments for the Arts grant award whereby the City/Welcome Pittsburgh of the Office of the Mayor would be a partner, and OPA/GPAC would be grant recipient and lead applicant. Further authorizing the Mayor and the Director of the Department of City Planning to encumber up to $50,000 from City Planning Operating Funds.

Be it resolved by the Council of the City of Pittsburgh as follows:
Section 1. The Mayor and the Director of the Department of City Planning are hereby authorized to enter into a Cooperation Agreement (“Agreement”) with the Office of Public Art/Greater Pittsburgh Arts Council for an Artist in Residence Program to occur in various neighborhoods within the city and in partnership with the City of Pittsburgh/Welcome Pittsburgh of the Office of the Mayor.
The Artist in Residence Program shall be funded as described below and payable to the Office of Public Art/Greater Pittsburgh Arts Council for reimbursement and/or new costs incurred in calendar year 2016 for any and all expenditures toward the Artist in Residence Art Program as partial matching funds to the grant, should it be awarded.
This Agreement shall encumber and be payable directly from Department of City Planning Operating Cost Center JDE 11101.53.53901.110000, not to exceed $50,000, and shall run for a term of up to two (2) years. The Agreement shall be approved by the City Solicitor as to form and substance.
