Resolution establishing a Wage Review Committee to review the impact of increasing the wages of service workers and service employees in the City of Pittsburgh.
Body
WHEREAS, A City For All Agenda strives to make Pittsburgh a livable and affordable city for all residents; and
WHEREAS, A City For All Agenda includes living-wage jobs for all Pittsburgh workers; and
WHEREAS, a substantial number of service workers employed in our City’s anchor industries are receiving wages insufficient to provide adequate maintenance and to protect their health; and,
WHEREAS, such employment impairs the health, efficiency, and well-being of those so employed; and,
WHEREAS, in many instances, these employees are not only eligible for but require public assistance subsidized by taxpayers to supplement these low wages; and,
WHEREAS, employing workers at such low rates of pay injures the overall economy; and,
WHEREAS, City Council desires to have a better understanding of what healthy minimum wages for workers employed in these sectors are; and,
WHEREAS, in order to effectively achieve this goal, Council will seek guidance and expertise from residents and stakeholders,
Be it resolved that the Council of the City of Pittsburgh enacts as follows:
Section 1: Council hereby establishes a Wage Review Committee, consisting of, at a minimum, the following members:
1. The Member of Council who chairs Council’s Committee on Human Resources;
2. An expert in the causes of poverty and the problems of the poor;
3. A Community development specialist.

Section 2: The Wage Review Committee shall prepare a report to Council detailing its findings regarding the wages of service workers in anchor industries.
Section 3: The Wage Review Committee shall hold public sessions to take testimony and gather information.
Section 4: The Wage Review Committee’s report shall be filed with the City Clerk.
