Be it resolved by the Council of the City of Pittsburgh as follows:

 

                         Section 1 of Resolution No. 572 of 2014, which presently reads as follows:

 

Section 1.                     The Mayor and the Director of the Department of Finance and the Director of the Office of Management and Budget are hereby authorized to enter into an Agreement or Agreements with GovDeals, Inc. (GOVDEALS) for professional services relating to the online auctioning of surplus city vehicles and miscellaneous city equipment and collection of such payments on the City’s behalf.  The term of the agreement(s) will be one year.  GOVDEALS will charge the City a fee when an item or items are successfully sold, with these fees being taken out of the sale price of the item.  The City will be charged a 5% fee (minimum $5.00 fee per auction listing) when an item or items are successfully sold. This fee includes all access to the GOVDEALS’ online auction system, training, implementation, ongoing support, and marketing. Winning bidders will separately be charged a 7.5% Buyer’s Premium by GOVDEALS for the convenience of paying for assets online, and the Buyer’s Premium will be clearly displayed on each of the City’s auction listings.  GOVDEALS will collect all CITY auction proceeds electronically via PayPal, credit card or wire transfer, and such payments will be forwarded to the City via electronic wireless payment. Non-vehicle proceeds received by the City will be deposited into account 11101.102200.48.48104.2014 (or into the 2015 account, as applicable). Vehicle sale proceeds will be sent to the Equipment Leasing Authority (ELA) bank account.
