Title: NOW, THEREFORE BE IT RESOLVED, that the Council of the City of Pittsburgh does hereby commend Paramedic Rich Jones, and the collaborative efforts of Police Zone 6/SDD, EMS, and Fire Engine 30 personnel who responded to the call and who make extraordinary sacrifices every single day to keep Pittsburghers safe; and, BE IT FURTHER RESOLVED, that the Council of the City of Pittsburgh does hereby declare in the City of Pittsburgh Tuesday, May 12, 2015, the day we recognize all of the public safety personnel who helped save the life of Officer Tracy Schweitzer. Police Zone 6/SDD: Lt Martin Devine, Sgt. Richard Howe, Officers Linda Gigliotti, William Deshon, David Eynon David Sisak and Bobbie Herndon; EMS: Paramedics Richard Jones, Amy Pullen, Patrick Lambert, Shawn Eigenbrode, Riz Valles and Scott Lowman, District Chief Steve Carlson, and District Chief Amera Gilchrist; Fire Engine 30: Lt. Chris Booz, Scott Cypher, Wayne Smith and Jason Colbert

WHEREAS, the Department of Public Safety is created to provide for the security and safety of all residents and patrons of the City of Pittsburgh and many times it is a collaborative effort of several Bureaus within the Department; and,

WHEREAS, on Wednesday, April 22, 2015, such a cooperative effort took place when Paramedic Rich Jones, hired in May 2011 and stationed at Medic Three in the West End, arrived early for his shift and heard the scanner broadcast an incident at the Zone 6 Police Station about 20 feet away; and,

WHEREAS, Paramedic Jones took his necessary equipment and walked over to the Police Station and found Officer Schweitzer, who suddenly stopped breathing, lying on the floor; and,

WHEREAS, being the first on the scene, he immediately instructed the Officers present to begin CPR as he applied the therapy pads from the heart monitor which confirmed that she was in cardiac arrest; he then applied one shock and within a minute of starting CPR, Officer Schweitzer had a pulse; and,

WHEREAS, Paramedic Richard Jones continued to instruct the Zone 6 Officers on additional procedures when his partner, Paramedic Amy Pullen, EMS personnel and Fire Engine 30 arrived to assist in the post-cardiac arrest care; and,

WHEREAS, because of Paramedic Jones' knowledge, experience and performance under pressure and the willingness of police officers at Zone 6 to follow orders without hesitation to help one of their own, Officer Schweitzer is alive today; and,
