Title
Resolution providing that the Council of the City of Pittsburgh is calling on the Pittsburgh Parking Authority to offer Pittsburgh residents an option to renew residential parking permits online.  
 
Body
WHEREAS, the City of Pittsburgh's Residential Permit Parking (RPP) Program utilizes windshield stickers for identification; and,
 
WHEREAS, the Parking Authority spends an estimated ten-thousand dollars ($10,000) annually on the printing of RPP stickers and thousands of additional dollars on the mailing of RPP stickers, renewal notices and other related correspondence; and,
 
WHEREAS, windshield stickers currently utilized by the Program can be difficult for enforcement agents to identify due to snow, tinted windows or other reasons, and are difficult to permanently remove; and,
 
WHEREAS, license plate recognition technology already exists and is utilized in the City of Pittsburgh for street meter and parking lot enforcement; and,
 
WHEREAS, cities throughout the United States have implemented online databases, license plate recognition technology, and sticker-less Residential Permit Parking Programs to advance the efficiency and decrease spending.
 
Be it resolved by the Council of the City of Pittsburgh as follows:
 
Section 1.  The Council of the City of Pittsburgh does hereby call on the Pittsburgh Parking Authority to utilize license plate recognition technology and an online database in the enforcement of Residential Permit Parking.
