Resolution accepting the location of proposed rights of way for parcels 2-C-300, 2- C-400 for the Lower Hill Redevelopment Site Infrastructure, in the 2nd and 3rd Wards, 6th Council District of the City of Pittsburgh.

W hereas, it appears by the petition and affidavit on file in the Office or the City Clerk that all owners of or owners of property fronting or abutting parcels 2-C-301, 2-C-298, 2-C-405, 2-C-401, 2-8-400 for the additional right or way improvements (Exhibit A) to the Lower Hill Redevelopment Site Infrastructure described at City Council Resolution 2013-1740 recorded at Resolution Book 147, page 993 in the 2nd and 3rd Wards, 6th  Council District, request the enactment of this Resolution for the acceptance of the location of the proposed above mentioned right-of-ways.
 
Be it resolved by the Council of the City of Pittsburgh as follows:
 
Section 1.      That accepting the locations of proposed rights-of-ways of property owned by the Sports & Exhibition Authority or Pittsburgh and Allegheny County (Parcel 2-C-400) and the Urban Redevelopment Authority (Parcel 2-C-300):
 
Parcel 1 (Bedford A venue):
All that certain tract of ground situate in the Third (3rd) Ward, City of Pittsburgh, County of Allegheny and Commonwealth of Pennsylvania being an additional 7.50 feet right of way to be dedicated for Bedford Avenue a variable width right of way, across Parcel "X" in the URA Lower Hill Redevelopment Consolidation & Subdivision Plan as recorded in Plan Book Volume 281, page 137, being more particularly described to wit:
 
Beginning a point on the southerly right of way line of Bedford Avenue, said point being the point of tangency on said right of way line; thence along said right of way line
N 37º 26' 57" E a distance of 363.96 feet to a point of curvature; thence still along the same in a northeasterly direction by an arc of a circle curving to the right having a radius of 628.00 feet for an arc distance of 65.00 feet, a chord bearing of N 40º 24' 51" E a chord distance of 64.97 feet to a point; thence leaving said right of way line (along the westerly line of future Street 1 S 27º 19' 52" E a distance of 7.95 feet to a point; thence by a curve parallel to and 7.50 feet from the exiting right of way line of Bedford Avenue in a southwesterly direction by an arc of a circle curving to the left having a radius of 620.50 feet for an arc distance of 61.60 feet to a point of tangency; thence parallel the same S 37º 26' 57" W a distance of 367.78 feet to a point of curvature; thence in a southwesterly direction by an arc of a circle curving to the left having a radius of 20.00 feet for an arc distance of 19.92 feet, a chord bearing of S 08º 54' 46" W a chord distance of 19.11 feet to a point; thence N 19º 37' 25" W a distance of 18.04 feet to a point of curvature on the aforementioned existing right of way line of Bedford Avenue ; thence along said right of way line in a northeasterly direction by an arc of a circle curving to the right having a radius of 40.00 feet for an arc distance of 10.94 feet, a chord bearing of N 29º 37' 03" E a chord distance of 10.90 feet to a point at the place of beginning.
 
Containing an area of 3,309 s. f. or 0.0760 acres.
 
Parcel 2 (Cent re Avenue):
All that certain tract of ground situate in the Third (3rd) Ward, City of Pittsburgh, County of Allegheny and Commonwealth of Pennsylvania being an additional 2 feet right of way to be dedicated for Centre Avenue (existing 112 foot right of way), across Parcel "A2" in the URA Lower Hill Redevelopment Consolidation & Subdivision Plan as recorded in Plan Book Volume 281, page 137, being more particularly described to wit:
 
Beginning at a point on the northerly right of way line of said Centre Avenue, an existing 112.00 foot right of way, where the same is intersected by the dividing line of said Parcel "A2" and Parcel "3" in said plan; thence along said dividing line N 27º 29' 59" W a distance of 2.02 feet to a point; thence through said Parcel "A2" in a northeasterly direction by an arc of a circle curving to the left having a radius of 742.00 feet for an arc distance of 105.11 feet, a chord bearing of N 66º 28' 30" E a chord distance of 105.02 feet to a point of tangency; thence still through the same N 62º 25' 01" E a distance of 105.82 feet to a point on the aforementioned right of way line of Centre Avenue; thence along said right of way line in a southwesterly direction by an arc of a circle curving to the right having a radius of 20.00 feet for an arc distance of 9.02 feet, a chord bearing of S 49º 29' 46" W a chord distance of 8.94 feet to a point of tangency; thence along the same S 62º 25' 01" W a distance of 97.10 feet to a point of curvature; thence still along the same in a southwesterly direction by an arc of a circle curving to the right having a radius of 744.00 feet for an arc distance of 105.11 feet, a chord bearing of
S 66º 27' 51" W a chord distance of 105.02 feet to a point at the place of beginning.

Parcel 3 (Washington Place (1):
All that certain tract of ground situate in the Third (3rd) Ward, City of Pittsburgh, County of Allegheny and Commonwealth of Pennsylvania being an additional 16 feet right of way to be dedicated for Washington Place (existing 90 foot right of way), across Parcel "X" in the URA Lower Hill Redevelopment Consolidation & Subdivision Plan as recorded in Plan Book Volume 281, page 137, being more particularly described to wit:
 
Beginning at a point at the intersection of the Easterly right of way line of said Washington Place and the northerly right of way line of Centre Avenue, a 112 foot right of way; thence along said right of way line of Washington Place in a northwesterly direction by an arc of a circle curving to the right having a radius of 46.00 feet for an arc distance of 16.22 feet, chord bearing of N 29º 43' 36" W a chord distance of 16.14 feet to a point of tangency; thence along the same N19º 37' 25" W a distance of 338.91 feet to a point; thence along the same N 70º 22' 33" E a distance of 6.00 feet to a point of curvature; thence still along the same in a northeasterly direction by an arc of a circle curving to the right having a radius of 40.00 feet for an arc distance of 28.91 feet, chord bearing of N 01º 04' 53" E a chord distance of 28.28 feet to a point; thence along the new right of way line S 19º 37' 25" E a distance of 373.55 feet to a point of curvature; thence along the same in a southeasterly direction by an arc of a circle curving to the left having a radius of 20.00 feet for an arc distance of 17.39 feet, a chord bearing of S 44º 31' 34" E a chord distance of 16.84 feet to a point on the northerly right of way line of said Centre Avenue; thence along said right of way line N 89º 07' 25" W a distance of 21.63 feet to a point at the place of beginning.
 
Containing an area of 5,899 s.f. or 0.1354 acres.
 
Parcel 4 (Washington Place (2)
 
All that certain tract of ground situate in the Second (2nd) Ward, City of Pittsburgh, County of Allegheny and Commonwealth of Pennsylvania being an additional 14 feet right of way to be dedicated for Washington Place (existing 90 foot right of way), across Parcel "H" in the URA Lower Hill Redevelopment Consolidation & Subdivision Plan as recorded in Plan Book Volume 281, page 137, being more particularly described to wit:
 
Beginning at a point on the westerly right of way line of said Washington Place where the same is intersected by the northerly right of way line of Centre Avenue, a 112.00 foot right of way; thence along said right of way line of Centre Avenue N 89º 07' 25" W a distance of 5.78 feet to a point; thence by a line through said Parcel "H" N 19º 37' 25" W a distance of 294.85 feet to a point on the southerly right of way line of Bedford Avenue, a variable width right of way; thence along said right of way line N 72º 26' 24" E a distance of 8.63 feet to a point on the aforementioned right of way line of Washington Place; thence along said right of way line in a southeasterly direction by an arc of a circle curving to the right having a radius of 36.00 feet for an arc distance of 19.91, a chord bearing of S 35º 28' 01" E a chord distance of 19.66 feet to a point of tangency; thence along the same S 19º 37' 25" E a distance of 258.35 feet to a point of curvature; thence still along the same in a southwesterly direction by an arc of a circle curving to the tight having a radius of 26.00 feet for an arc distance of 21.76, a chord bearing of
S 04º 21' 05" W a chord distance of 21.13 feet to a point at the place of beginning.
 
Containing an area of 4,064 s. f. or 0.0933 acres.
 
Section 2. Any Ordinance or Resolution or part thereof conflicting with the provisions of this Resolution, is hereby repealed so far as the same affects this Resolution.
 
The dedication of proposed streetscape will follow upon completion and Bureau of Transportation and Engineering / Department of Public Works inspection and sign-off.
 
This is a resolution accepting the locations of proposed rights-of-way only and is not accepting the dedication of them.
