Title: NOW, THEREFORE BE IT RESOLVED, that the Council of the City of Pittsburgh does hereby recognize William "Bill" T. Cagney as a leader who forged lasting labor - management relationships and partnerships that will be an asset to Local 95 and its members for years to come; and, BE IT FURTHER RESOLVED, that the Council of the City of Pittsburgh does hereby declare February 4, 2015 to be the "William "Bill" T. Cagney Day" in the City of Pittsburgh.

WHEREAS, William "Bill" T. Cagney became a member of the International Union of Operating Engineers, Local 95 in September of 1974, was elected Business Manager in September of 1986, and held that position until his retirement in December; a tenure spanning more than 28 years; and,

WHEREAS, thanks to Bill's leadership, the Local grew from 800 to more than 2,000 members, all of whom enjoy wages, benefits, and working conditions that are among the best in the craft; and,

WHEREAS, as Business Manager, Bill wanted his members to receive the best training they could get, so he began and chaired the Local 95 Training Fund; and,

WHEREAS, the Training Fund provides the education members need to remain valuable to employers, and helps those employers remain competitive; and,

WHEREAS, because of their exceptional training, Local 95 members are some of the most sought after by employers; and,

WHEREAS, Bill also recognized that members needed roots from which to grow and a place to call home, and thanks to his leadership, the Local 95 Union Hall was purchased in December of 1994; and,

WHEREAS, Bill saw the need for quality health insurance and retirement benefits, and so he began and chaired the Local 95 401K Fund and the Pittsburgh Building Owner's Welfare Fund; and,

WHEREAS, to advance the interests of Local 95, Bill also sat on other Boards such as the Community College of Allegheny County and Visit Pittsburgh, where he developed relationships that led to increased funding for the Local 95 Training Fund, the building elevator, and the storm water recovery sidewalk project.
