Whereas, Pennsylvania Act 57 of 1998 and Act 148 of 1986 amended Act 180 of 1972 by permitting any municipality to participate in or make direct purchases off contracts for goods, materials, services, construction, vehicles or equipment entered into by the Commonwealth of Pennsylvania any Commonwealth of Pennsylvania County, City, Township, Municipality, Borough, Authority, Public Procurement Unit and the Pittsburgh School District, and
 
Whereas, the Act requires that municipalities desiring to participate file with any Commonwealth of Pennsylvania County, City, Township, Municipality, Borough, Authority, Public Procurement Unit and the Pittsburgh School District a certified copy of an Ordinance or Resolution of its governing body requesting that it be authorized to do so, and
 
Whereas, the United States General Services Administration allows eligible entities to purchase from Cooperative Purchasing approved vendors, at any time, for any reason, using any funds available, and
 
Whereas, it is in the interest of intergovernmental cooperation and for the benefit of the residents of the City of Pittsburgh that the City participate in or purchase off such contracts, and
 
Whereas, it is the will of the Council of the City of Pittsburgh to review this authorization on an annual basis:
 
 
Be it resolved by the Council of the City of Pittsburgh as follows:
 
Section 1.  The City of Pittsburgh requests of the Commonwealth of Pennsylvania and any Commonwealth of Pennsylvania County, City, Township, Municipality, Borough, Authority, Public Procurement Unit and the Pittsburgh School District that the City be authorized to make purchases from contracts entered into by the Commonwealth of Pennsylvania and any Commonwealth of Pennsylvania County, City, Township, Municipality, Borough, Authority, Public Procurement Unit and the Pittsburgh School District pursuant to the Pennsylvania Intergovernmental Cooperation Law, Act 57 of 1998 and Act 180 of 1972, as amended by Act 148 of 1986, and approved for use by the Office of Management and Budget.     
 
Section 2.  The City of Pittsburgh is authorized to make purchases from contracts entered into by the U.S. General Services Administration pursuant to the E-Government Act of 2002 (Public Law 107-347) and the Local Preparedness Acquisition Act of 2008 (Public Law 110-248)
 
Section 3.  The City of Pittsburgh agrees to be bound by such terms and conditions in the contracts as the U.S. General Services Administration, the Commonwealth of Pennsylvania and any Commonwealth of Pennsylvania County, City, Township, Municipality, Borough, Authority, Public Procurement Unit and the Pittsburgh School District may prescribe.
 
Section 4.  The City of Pittsburgh shall be responsible for direct payment to vendors.
 
Section 5.  The City Controller is hereby authorized to make payment directly to the vendor under each purchase contract.
 
Section 6.  This authorization shall expire on December 31, 2014 at the end of the 2014 fiscal year.  Any encumbrances of any above covered contracts made prior to December 31, 2014 shall continue to be honored until February 28, 2015 pursuant to Resolution No 794 of 2013 entitled "Making Appropriations to pay the expenses of conducting the Public Business of the City of Pittsburgh and for meeting the debt charges thereof for the Fiscal Year, beginning January 1, 2014"
