Be it resolved by the Council of the City of Pittsburgh as follows:
 
Section 1.  The Pittsburgh Code of Ordinances, Title Nine - Zoning, Article VII - Review and Enforcement, Chapter 922: Development Review Procedures, Section 922.01.A - Applications and Fees, is hereby supplemented by adding language as follows:
 
 
922.01.A - Applications and Fees
 
Applications for any action under this Code shall be submitted on forms provided by the department head responsible for accepting the application and in such numbers as required. Applications shall be accompanied by a non-refundable fee established by the Planning Director to defray the costs of processing applications. Fees shall not be required with applications initiated by the Planning Commission or City Council. Any application that does not include required information or that is not accompanied by the required fee shall be returned to the applicant as incomplete and no further processing of the application shall occur until the deficiencies are corrected.  For applications submitted pursuant to 922.07, 922.08 and 922.09 of this Code, Special Exceptions, Administrator Exceptions and Variances, respectively, the Zoning Administrator shall inform, in writing, the City Clerk fourteen (14) days prior to deeming any application covered by the aforementioned subsections complete.  The City Clerk shall determine which Council District(s) the project is located in and refer the communication accordingly.  This requirement shall not apply to applications submitted pursuant to subsections 922.10 through 922.13
