Title: Resolution further amending Resolution No. 74, effective February 29, 2012 entitled “Providing for an Agreement or Agreements, or use of existing Agreements and/or a Contract or Contracts, or use of existing Contracts, and for the purchase of materials, supplies, equipment, and/or services for various projects in connection with the City Council Neighborhood Needs Program; and providing for the payment of the costs thereof”, by transferring $100,000 to East Liberty Development Inc for the purpose of hiring a consultant and doing minor capital projects, and further transferring the remaining unspent funds into a District 9 Neighborhood Needs holding fund. Total of all projects is not to exceed $264,758.42.

Be it resolved by the Council of the City of Pittsburgh as follows:
 
Section 1.      The Mayor, and/or the Director of the Department of Finance, and/or the Director of the Department of Public Works, and/or the Director of the Department of City Planning and/or the City Clerk are hereby authorized and directed to enter into a contract(s), or use existing contracts, and/or Agreement(s) or use existing Agreements for various projects in connection with City Council's Neighborhood Needs Program chargeable to and payable from the City Council District 9 Neighborhood Needs as per "Revised Budget" column:

Section 2.      East Liberty Development Inc shall use their funds for the purpose of hiring a consultant for the implementation and facilitation of projects, and for working with community groups on planning.  
 
Section 3.      East Liberty Development Inc shall use any other funds remaining after the hiring of a consultant for capital projects that are municipal in nature and directly relate to the public interests of the City of Pittsburgh.  Allowable projects include public park improvements, community gardens, public building improvements, tree plantings, equipment to perform community enhancement activities, traffic studies, educational and community outreach, and public safety outreach.
