WHEREAS, it is 2013, and the modern credit card has existed since 1958, and
WHEREAS, the Intergovernmental Cooperation Authority, and its consultant Gleason and Associates, has recommended that the City accept credit cards and develop a point of sale system at every cash entry point in the City, whether electronic or manual, and
WHEREAS, credit card readers at points of sale would decrease the risk of fraud and theft while increasing efficiency, fiscal transparency, and timely receipt of revenue and
WHEREAS, City Council desires to move the City of Pittsburgh into the 21st century, and
WHEREAS, the fee for accepting credit cards could be easily absorbed by a slight increase in fees, and
WHEREAS, it is basic common sense that the City should accept credit cards

NOW THEREFORE BE IT RESOLVED, that it is the will of the Council of the City of Pittsburgh that the City shall accept credit cards and develop a point of sale system at every cash entry point in every department in the City
AND, BE IT FURTHER RESOLVED, since the Council of the City of Pittsburgh allows the Departments to increase the cost of fees and permits to cover processing, departments may also increase fees to cover credit card fees and the cost to implement and maintain a point of sale system.
