Title
Ordinance supplementing the Pittsburgh Code, Title Four - Public Places and Property, Article XIV- Public Buildings, by adding Chapter 491 - Family Accommodations.
Body
 
Whereas, City-owned buildings are operated and maintained for the benefit of all people, including parents or caretakers and their young children; and
 
Whereas, the City of Pittsburgh celebrates the inclusion of families in all activities and services hosted or provided by the City; and
 
Whereas, a 2013 study by the Pew Charitable Trusts on modern parenting found that parenting responsibilities are more equally distributed between partners than ever before, with fathers spending triple the amount of time with their children now than in 1965; and
 
Whereas, a national market study found that nearly 90% of parents shopped or visited public places with their children and, of these, 75% deliberately sought out establishments that have family friendly accommodations; and
 
Whereas, the same study showed that parents visit places with child accommodation amenities more often and spend more time there; and
 
Whereas, the City of Pittsburgh encourages civic participation of all individuals, including our youngest residents.
 
Be it resolved by the Council of the City of Pittsburgh as follows:
 
Section 1.       The Pittsburgh City Code is hereby supplemented at Title Four - Public Places and Property, Article XIV - Public Buildings, by adding Chapter 491 - Family Accommodations, as follows:
 
TITLE FOUR - PUBLIC PLACES AND PROPERTY
ARTICLE XIV - PUBLIC BUILDINGS
Chapter 491:  FAMILY ACCOMMODATIONS
ยง 491.01 BABY CHANGING STATIONS IN MUNICIPAL BUILDINGS
 
(a)       Definitions.
 
Baby changing station. An affixed station, area, or table with safety straps or other appropriate restraint to secure a baby or young child specifically set aside for changing a diaper on a baby or young child.
 
(b)       Provision of Baby Changing Stations in City-Owned Buildings Open to the Public.
 
1.      Baby changing stations must be provided for parents and guardians, regardless of gender, in City-owned buildings normally open to the public, including but not limited to administrative buildings, recreation centers, senior centers, and pools.
 
2.      Newly acquired City-owned buildings, or spaces that have been repurposed as open to the public, shall be equipped with baby changing stations for parents and guardians, regardless of gender, prior to being open to the public.
 
3.      In buildings in excess of two floors, baby changing stations shall be located on each floor where there are restrooms open to the public.
 
4.      Signage outside of restrooms shall be installed and maintained to identify restrooms where baby changing stations are present.
 
(c )      Responsibility.
 
1. The Director of Operations shall work with department directors and facilities management to meet the requirements of this Chapter.
 
a)      Baby changing stations must be maintained, repaired, and replaced as necessary to ensure safety and ease of use.
 
b)      Baby changing stations shall be cleaned with the same frequency as the restrooms in which they are located.
 
c)      The Director of Operations shall consider the installation of additional baby changing stations when a request is made by a City of Pittsburgh resident.
 
(d) Implementation
 
All items under Section (b) shall be completed no later than December 31, 2014.
