Be it resolved by the Council of the City of Pittsburgh as follows:
 
Section 1.      The Mayor is hereby authorized to enter into an FY 2013 TIGER Discretionary Grant cooperation agreement or agreements with the County of Allegheny and the Sports & Exhibition Authority of Pittsburgh and Allegheny County ("SEA"), in a form approved by the City Solicitor, designating SEA as the City's agent for administration of an FY 2013 TIGER Discretionary Grant from the U.S. Department of Transportation ("DOT") in the maximum amount of $20,000,000 (the "Grant") for the Lower Hill Redevelopment Project (the "Project"), requiring compliance by SEA with federal program requirements, providing for the disbursement of Grant funds directly to SEA if permitted by DOT, and authorizing the Executive Director, Chairman or Vice-Chairman of SEA to sign the grant application, grant agreement and related documents, all invoices, payment applications and requisitions and any other necessary or appropriate documents on behalf of the City as its agent or designee.  
 
Section 2.      FY 2013 TIGER Discretionary Grant funds, if required by DOT to be received by the City, shall be deposited to the following account:  8229400110.  FY 2013 TIGER Discretionary Grant funds received by the City from DOT shall be paid to SEA from the following account:  8229400110.
