Body
Be it resolved by the Council of the City of Pittsburgh as follows:
 
      Section 1.      The Mayor or his designee, on behalf of the City of Pittsburgh, is hereby authorized to execute and file, jointly with the County of Allegheny, an application for federal assistance, certifications, assurances and related necessary or appropriate documents required by the U.S. Department of Transportation ("DOT") for an FY 2013 TIGER Discretionary Grant in the maximum amount of $20,000,000 (the "Grant") for the Lower Hill  Redevelopment Project (the "Project").
 
      Section 2.      Upon approval by DOT of the application, the Mayor or his designee, on behalf of the City,  is authorized to execute a grant agreement and any other necessary or appropriate documents required by DOT in connection with the Grant, which agreements shall be in a form approved by the City Solicitor.
 
      Section 3.      The Sports & Exhibition Authority of Pittsburgh and Allegheny County ("SEA") is hereby designated as the City's agent for submission of the application and administration of the Grant and the Project and is authorized to draw down funds directly from DOT if permitted by DOT, and the Executive Director, Chairman or Vice Chairman of SEA, as the Mayor's designee, is authorized to sign the application, the grant agreement, and related documents, all invoices, payment applications and/or requisitions and any other necessary or appropriate documents on behalf of the City as its agent.
