WHEREAS, litter is a blight on our communities, with severe financial, environmental, and aesthetic impacts in our neighborhoods; and
WHEREAS, wind, weather, traffic, and animals carry litter into gutters, lawns, alleyways, and other places, where it can continue into storm drains that lead to local waterways, contaminating the environment; and
WHEREAS, litter's financial burden on government resources is significant, with PennDOT spending over $10 million cleaning up roadside litter every year; and
WHEREAS, studies show that a clean, attractive community where litter is discouraged can prevent blight and neglect, improve general quality of life, and raise property values as much as seven percent; and
WHEREAS, the South Pittsburgh Development Corporation has taken a creative approach at the start of spring cleaning season by hosting a first-of-its-kind anti-litter poster contest for the Brookline community; and
WHEREAS, over 400 participants from local schools, including Brookline Regional Catholic, Pittsburgh Brookline, Pittsburgh West Liberty, Pittsburgh South Brook and Pittsburgh Carmalt Academy, submitted their artistic concepts for discouraging littering and promoting clean neighborhoods; and
WHEREAS, the students' artwork was judged by a panel of professional artists residing in Brookline, and the following students have won the overall prize for best poster for their respective schools:
Carmen Wilson, Seventh Grade, Brookline Regional Catholic
Paige Kuisis, Second Grade, Pittsburgh Brookline PreK-8
Savannah White, Fourth Grade, Pittsburgh West Liberty PreK-5
Melina Bushmen, Seventh Grade, Pittsburgh South Brook Middle School
Nicole Tucker, Third Grade, Pittsburgh Carmalt Academy
WHEREAS, all participating students' poster submissions will be on display at the Brookline Memorial Recreation Center on Saturday, April 27, 2013 at 2:00 in the afternoon; and
