Title
Resolution authorizing the Mayor and/or the Director of the Department of Finance to receive grant funds from The Mentoring Partnership of Southwestern Pennsylvania and authorizing the Mayor and the Director of Finance, through the City's Chief Service Officer, to enter into a Memorandum of Agreement with the Corporation for National and Community Service concerning the continuation of the City of Pittsburgh's AmeriCorps VISTA Program for 2013/2014.

WHEREAS, the Corporation for National and Community Service ("CNCS") is a federal agency that engages more than 4 million Americans in service through Senior Corps, AmeriCorps, and the Social Innovation Fund, and leads President Obama's national call to service initiative, United We Serve; and
WHEREAS, CNCS has provided the City with AmeriCorps Volunteers in Service to America ("VISTA") members to work with the Mayor's Office on certain City volunteer projects to strengthen and supplement the City's efforts to address the needs of low income communities over the past few years and has offered to continue the City's AmeriCorps VISTA Program for 2013/2014; and
WHEREAS, CNCS covers the majority of costs for benefits and services for the assigned AmeriCorps VISTA members; however, the City will be responsible for reimbursing CNCS for a limited "cost share" living allowance for two of the assigned positions for the upcoming year; and
WHEREAS, the Mentoring Partnership of Southwestern Pennsylvania is providing grant monies to the City to cover the cost of one (1) of these two (2) City "cost share" positions; and
WHEREAS, the City now wishes to receive grant funds from The Mentoring Partnership of Southwestern Pennsylvania and to enter into a Memorandum of Agreement with CNCS to set forth their respective duties and responsibilities towards the continuation and funding of the City's AmeriCorps VISTA Program for 2013/2014.
Be it resolved that the Council of the City of Pittsburgh hereby enacts as follows:
Section 1. The Mayor and/or the Director of Finance, on behalf of the City of Pittsburgh, are authorized to accept grant funds from The Mentoring Partnership of Southwestern Pennsylvania in the amount of Eleven Thousand Three Hundred Fifty Two Dollars ($11,352.00) that will cover the cost of one (1) of two (2) City "cost share" AmeriCorps VISTA members required per the City's Memorandum of Agreement with the Corporation for National and Community Service. Grant funds received will be received via a check made out to "Treasurer, City of Pittsburgh" and deposited into the following account: 0229400102.48311.00.
Section 2. After receipt of the aforementioned funds from The Mentoring Partnership of Southwestern Pennsylvania, the Mayor and the Director of the Department of Finance, on behalf of the City of Pittsburgh, are hereby authorized to enter into a Memorandum of Agreement ("MOA") with the Corporation for National and Community Service ("CNCS") concerning the continuation of the City of Pittsburgh AmeriCorps Volunteers in Service to America Program for 2013/2014 and the requirement of the City to pay CNCS a cost share living allowance reimbursement for two (2) AmeriCorps VISTA members. Per grant requirements, the MOA may be filed electronically on the City's behalf by the City's Chief Service Officer. The total reimbursement amount to CNCS from the City for the two (2) AmeriCorps VISTA members shall not exceed Twenty-Two Thousand, Seven Hundred Four Dollars ($22,704.00), which will be paid out of the following accounts:
1. An amount not to exceed Eleven Thousand Three Hundred Fifty-two Dollars ($11,352.00) will be paid from: 0229400102.50000.00.
2. An amount not to exceed Eleven Thousand Three Hundred Fifty-two Dollars ($11,352.00) will be paid from: 0229400082.50000.00
The MOA shall be reviewed by the City Solicitor as to form and substance.
