Title: NOW, THEREFORE BE IT RESOLVED that the Council of the City of Pittsburgh does hereby commend Overseer L.C. Carter, and does hereby declare Tuesday, April 2, 2013 to be “Overseer L.C. Carter Day” in the City of Pittsburgh.

WHEREAS, Overseer L.C. Carter was born in Chicago, Illinois on July 22, 1955 to Hattie H. Hall and Reverend L.C. Carter Sr., before moving to Pittsburgh at a young age; and
 
WHEREAS, Overseer Carter graduated from Westinghouse High School and attended the University of Pittsburgh, and the University of Maryland before returning to attend the Pittsburgh Theological Seminary; and
 
WHEREAS, Overseer Carter was ordained as a deacon at the young age of 16 by his father, who was the founder and Pastor of the New Grace Missionary Baptist Church in Homewood; and
 
WHEREAS, Overseer Carter served in the United State Armed Forces for six years, including service during the Vietnam War where he received the Army Accommodations Medal; and
 
WHEREAS, in 1988 Overseer Carter was called to pastor the Lily Baptist Church in the Hill District before starting his own church, the King of Kings Baptist Ministries, in 1999; and
 
WHEREAS, while the church started from humble beginnings with services held in his home in Monroeville, soon after it moved to its present day worship facility in Garfield, where it has grown tremendously since its formation; and
 
WHEREAS, in addition to starting the King of Kings Baptist Ministries, Overseer Carter has been the 1st assistant to the State Bishop, Stanley K. Smith, the Director of State Officers, and the Western District Overseer for the Full Gospel Baptist Church Fellowship of Pennsylvania; and
 
WHEREAS, most importantly, Overseer L.C. Carter has lived his life by the teachings of God that he preaches; and
