Title
Resolution authorizing the Mayor and the Director of the Department of Public Works and the Department of Parks and Recreation to enter into a Project and License Agreement with Riverlife to provide capital improvements/renovations to Allegheny Landing Park.  
Body
WHEREAS, the City owns the public park now known as Allegheny Landing Park (the "Park"), which is located along the Allegheny River between the Roberto Clemente (6th Street) and Andy Warhol (7th Street) Bridges in the North Shore neighborhood of Pittsburgh; and
 
WHEREAS, Riverlife (on behalf of Friends of Allegheny Landing) has offered to perform a two-phase renovation/capital improvement project at the Park (the "Project") to turn it into a renewed public green space that will allow it to continue to function as a key link within the urban trail system while providing access to the Allegheny River for recreation, water taxi services and recreational boating; and
 
WHEREAS, the Project design includes the restoration of a riverfront bicycle and pedestrian trail, a dock for public use that includes a water taxi landing, and  restoration of art work; and
 
WHEREAS, the City wishes to accept this offer for the benefit of the public; and
 
WHEREAS, Riverlife and the City now wish to enter into a Project and License Agreement to define the scope of the Project Work to be provided by Riverlife at the Park.  
 
Be it resolved by the Council of the City of Pittsburgh as follows:
 
Section 1.      The Mayor and the Director of the Department of Public Works and the Director of the Department of Parks and Recreation are hereby authorized to enter into a Project and License Agreement or Agreements with Riverlife, pursuant to which Riverlife will make renovations/capital improvements to Allegheny Landing Park.  The Project and License Agreement or Agreements shall be approved by the City Solicitor as to form and substance.
