Title
Resolution authorizing the Mayor and the City Solicitor to enter into an agreement or agreements or contract or contracts for the purpose of updating the City's disparity study, at a cost not to exceed $250,000.
 
Body
Whereas, Ordinance No. 1 of 2008 mandated that the City update its 2001 Disparity Study which documented the difficulties minority- and women-owned firms have in securing business opportunities with the City of Pittsburgh and its' Authorities; and,
 
Whereas, the City was required to update said study in 2008 and again in 2012; and,
 
Whereas, the City did not carry out the 2008 update, and Council neither appropriated the funds to update the study nor did it authorize the City to enter into the necessary contract(s) to carry out the same; and,
 
Whereas, in order for the City to further made opportunities available for minority-owned and women-owned firms, it must have fresh data documenting the disparities; and,
 
Whereas, Council believes this is an essential component of providing fair access and equal opportunities to disadvantaged businesses; and
 
 
Be it resolved by the Council of the City of Pittsburgh as follows:
 
Section 1.      The Mayor and the Department of Law are hereby authorized to enter into an agreement or agreements or contract or contracts, in a form approved by the City Solicitor, for the purpose of updating the City's disparity study.
 
The Controller is hereby authorized to encumber the funds for the agreement or contract upon execution of said agreement(s) or contract(s).  The total amount of said agreement(s) or contract(s) shall not exceed two hundred and fifty thousand dollars ($250,000.00), chargeable to and payable from the Department of Law's 2012 CDBG funding.
