WHEREAS, the City of Pittsburgh Commission on Human Relations currently, and for many years prior, has held a contract with the U.S. Department of Housing & Urban Development for the investigation and processing of housing discrimination cases under the terms of Section 816 of Title VIII of the 1968 Civil Rights Act, as amended; and

WHEREAS, the terms of said contract with the U.S. Department of Housing & Urban Development designate the City of Pittsburgh Commission on Human Relations as a Substantially Equivalent Agency and Fair Housing Assistance Program (FHAP) agency, and as such, from time to time invite the City of Pittsburgh Commission on Human Relations to submit specific proposals for consideration for additional funding which may enhance and/or augment the work already being performed by the City of Pittsburgh Commission on Human Relations in the area of fair housing; and

WHEREAS, the City of Pittsburgh Commission on Human Relations recently submitted a proposal for the research, investigation and final report involving the success or failure of a specific population of the City of Pittsburgh, which was approved for funding by the U.S. Department of Housing & Urban Development; and
