Title
Ordinance supplementing the Pittsburgh Code, Title Nine - Zoning, Article VI - Development Standards, Chapter 915 - Environmental Performance Standards, by adding Section 915.05 entitled, Municipal Building Energy Sustainability.
 
 
Body
The Council of the City of Pittsburgh hereby enacts as follows:
 
Section 1.      The Pittsburgh Code, Title Nine - Zoning, Article VI - Development Standards, Chapter 915 - Environmental Performance Standards, by adding Section 915.05 Municipal Building Energy Sustainability, as follows:
 
§ 915.05      Municipal Building Energy Sustainability.
 
 § 915.05.A      Purpose
      The purpose of this section is to create a program that enables the City to continually optimize energy usage by requiring annual energy audits of City-owned buildings.
 § 915.05B      Responsibility
      The Sustainability Coordinator shall determine a proper schedule for the energy audit, see to the yearly implementation, and deliver an annual report to Council and the Mayor.  The Sustainability Coordinator shall also determine a list of criteria for examination at each property.
 
 § 915.05C      Requirements
      The City shall complete an energy audit of each City-owned building not less than once every ten years.  Energy audits shall analyze all of the energy conservation measures, and payback period for these measures, that are pertinent to the type of buildings and equipment in operation.
 
 § 915.06D      Funding
      The cost of accomplishing the initial energy audit shall be financed from the Green Initiatives Trust Fund or operating funds of the City if approved by Council.  Funding for subsequent yearly energy audits will be derived from the savings achieved by energy conservation measures applied from prior energy audits.
 
 § 915.07E      Compliance
      All energy conservation measures determined by the Sustainability Coordinator and verified by the energy audit to be cost effective shall be accomplished with proceeds of the Green Initiatives Trust Fund.
