WHEREAS, SECTION 5 of the Act of January 24, 1966, P.L. 1535, No. 537, known as the “Pennsylvania Sewage Facilities Act”, as amended, and the rules and regulations of the Pennsylvania Department of Environmental Protection (Department) adopted thereunder, Chapter 71 of Title 25 of the Pennsylvania Code, requires the municipality to adopt an Official Sewage Facilities Plan providing for sewage services adequate to prevent contamination of waters of the Commonwealth and/or environmental health hazards from sewage wastes, and to revise said plan whenever it is necessary to determine whether a proposed method of sewage disposal for a new development conforms to a comprehensive program of pollution control and water quality management and

WHEREAS, Gateway Engineers / Southstar Development Partners of Pennsylvania, LLC has proposed the development of a parcel of land identified as City Vista at Parkway, bounded by Hamburg Street, Springfield Avenue, Crest Way and private properties abutting Parkway West (I-279), McKinney Lane, Greentree Road thence back to Hamburg Street, in the 20th Ward of the City of Pittsburgh and Green Tree Borough; and described in the attached planning modules for land development and proposes that this project be served by the Pittsburgh Water and Sewer Authority (PWSA) sewage systems, and

WHEREAS, the municipality has reviewed the planning module for land development for the proposed project and has determined that the proposed method of sewage disposal does conform to and is included in the approved “Official Plan” of the municipality, City of Pittsburgh.
