Body
Whereas, the City of Pittsburgh executes thousands of purchase agreements and enters into numerous contractual arrangements each year; and,

Whereas, the reliability of these purchases and contracts is essential to the proper functioning of government; and,

Whereas, the nature of a modern, globally integrated economy dictates that the City engages in business transactions with multinational entities; and,

Whereas, the City conducts proper due diligence into the business practices and reputation of all potential City business partners; and,

Whereas, the City lacks the immense time and resources required to evaluate the activities of all foreign governments that City vendors or contractors interact with; and,

Whereas, the City recognizes the exclusive authority of the Government of the United States to proscribe or restrict business relationships with certain foreign nations, individuals, or entities; and,

Whereas, the City has an obligation to avoid conflicts with state and federal law; and,

Whereas, disruptions to the regular delivery of core services to City residents should be avoided at all costs.

Be it resolved that the Council of the City of Pittsburgh hereby enacts as follows:

Section 1. The Allegheny County Board of Elections is hereby directed to place before the qualified voters of the City of Pittsburgh...
