Resolution authorizing the Mayor and the Director of the Office of Management and Budget, on behalf of the City of Pittsburgh, to enter into a cooperation agreement with Allegheny County Economic Development; Allegheny County Department of Human Services; and the Urban Redevelopment Authority, to collaboratively manage coordinated entry services related to the HOME-ARP program, at no cost to the City.

WHEREAS, the U.S. Department of Housing and Urban Development ("HUD") has awarded the City $8,354,476-Eight Million, Three Hundred Fifty-Four Thousand, Four Hundred Seventy-Six Dollars, in HOME Investment Partnership Program - American Rescue Plan ("HOME-ARP") funds for fiscal year 2021; and
WHEREAS, the City, the Urban Redevelopment Authority, and Allegheny County Economic Development have co-invested in a variety of HOME-ARP affordable housing projects ("the Projects"); and
WHEREAS, Allegheny County Department of Human Services operates the Coordinated Entry system for the County Continuum of Care; and
WHEREAS, Coordinated Entry requirements for HOME-ARP funded units has additional requirements above and beyond current standards; and
WHEREAS, the City of Pittsburgh, Allegheny County Department of Human Services, Allegheny County Economic Development, and the Urban Redevelopment Authority wish to cooperate on processes related to the Projects; and
WHEREAS, the City of Pittsburgh, Allegheny County Department of Human Services, Allegheny County Economic Development, and the Urban Redevelopment Authority wish to enter into a cooperation agreement in order to memorialize respective responsibilities toward the Projects.
Be it resolved by the Council of the City of Pittsburgh as follows:
